ScanPDA

Parking enforcement officers, collection agents and researchers use the SCANaCAR PDA to scan license plates and receive vehicle information.

In the first place, the PDA can scan license plates for enforcement, allowing the (parking) agent to check large numbers of parked vehicles very efficiently. It requires very little attention and the parking officer kan perform other tasks at the same time. In addition, organisations use the PDA to do follow-up after the SCANaCAR scan auto has determined the location of the vehicles. The PDA then leads the parking officer or collection agent to the vehicle found by the scan auto. The SCANaCAR PDAs can also be used for studies of the usage rate of parking areas and the customers of shopping centres and events.

The PDA can be used at the same time for other applications such as the enforcement of Mulder infractions (the Netherlands) or OWIs (Germany).

Method

Parking organisations use the ScanPDA in areas with a high parked-vehicle density or where there are many short-term parkers. These can include city centres or shopping streets.

The parking police enforce by scanning the license plates of the parked vehicles. They walk past the vehicles at normal speed, scanning the vehicles' license plates as they pass by. Before the enforcement officer reaches the next vehicle, an audible signal is received if the vehicle is unknown in the parking-permit database. The enforcer can then check to see if a parking permit is present and issue a fine if this is not the case.

When a SCANaCAR ScanCar scans license plates, nearby parking enforcement officers receive a signal on the PDA. The PDA displays information about the car, along with a map with the officers' location, the vehicle's location and the quickest route between the two. The PDA immediately has important information about the car (license plate, brand, type, colour), location (street name) and time so that a ticket can easily be printed from the portable, wirelessly-connected ticket printer.

The PDA supports the collection agent in the same manner when collecting payments from scofflaws. The scan auto finds the vehicles and the collection agent is led to the vehicle, receives the required information and makes a decision about how to lay claim.
